Did ya figure it out? Let's break it down:
You start a "Foundation" that accepts donations from other fat cats,
that want to pretend to be philanthropists helping tenants that are facing evictions.
That foundation's real identity (filed with the IRS) is actually your own company just "doing business as" a foundation.
Your billion $ company is one of those investor/ventures that purchases apartments to flip, like...Cedar Run Apartments. Basically big ass old buildings that can easily be flipped for a profit. The only issue is how do you renovate such a large property filled with people?
You need to find a way to rid the building of those tenants, legally.
The only legal option would be if a sudden catastrophe happens. Preferably one that imposes a health risk to the tenants. That way you could get support from local agencies to prevent any harm to the tenants. Let's say that somehow an "Asbestos Major Spill" provides that opportunity. You could then use the scare tactic that comes with the fearful thought of asbestos to push the tenants out. Still not legal but it's definitely a gray area in state laws.
So after you wrongfully evict the tenants, your "foundation" is designed to help. You can then hand out a grant from your charity to the tenants that were just booted. Donors get to feel like they made a difference in some poor family's life, you can then start renovations, and there will possibly be a check given back to you from the insurance claim you filed for the catastrophic "Major Spill." Plus, you can now raise the rent for all of these nicely remodeled units. Can you now see the path to financial gain?
Pretty genius way to flip for a profit while creating the very problem that your charity accepts donations for. You get to raise rent, collect an insurance check, accept donations, and even sprinkle a little bit of the money, you have worked so hard for, back to a few tenants.
Keep in mind what you have just read is merely an opinion by some dude that spent a hundred days or so sitting in the parking lot of his apartment building. Watching and recording his asbestos renoviction event. Either way there you have it, a complete circle of money that you can repeat as often as needed. Well that's only as long as you have helpless families in the building to feed that greedy circle of "gelt" aka money.
